The British-educated son of the former Libyan leader Colonel Muammar Gaddafi is planning a return to public life and intends to stand in a forthcoming presidential election, The Times has learnt.

Saif al-Islam Gaddafi, who was once seen as his father’s successor, has not been seen or heard from publicly since he was captured ten years ago in the Libyan desert.

He spoke by telephone last year to confirm his identity and to say he was well, in a call arranged to clarify his relationship with a team of political representatives to whom The Times has since been speaking.

He has also been reaching out to western and other diplomats with a view to establishing his credentials as he re-emerges into public life. He
